(1) The Government of Nepal may make rules to fulfill the purpose of this Act. (2) Without adversely affecting the generality of the rights conferred by sub-section (1), the rules may also provide for the following matters:-

(a) Regarding the rules and procedures by which works are executed.

(b) What kind of usufructuary rights will be in case of sale of developed land and the conditions under which the buyer and his children will enjoy such lands.
